Our garden is larger than that, we have a gardener who comes once a week, usually, but he doesn't spend his time cutting grass or watering plants. We also have a large number of pots that are planted up, some of them which you may already know are prone to drying out quite quickly in warmer weather and therefore will need regular watering.

I may be being a bit thick here but why does being on a low income mean that you’re exempt from a hose pipe ban, when this is not a financial issue in that context?

I don't understand either so you're not alone.

Also, while I can think of many reasons for disabled people needing ready access to water, I hardly think watering the garden is one of them.

I'd imagine that having granted an exemption for high water use then policing the reason is too difficult. 🤔

Just borrow a goat for a few weeks. Tether it up out of the way and use your hose as necessary. You can always get around these problems with a bit of planning.

Maybe the reasoning is that people on a lower income will suffer financial hardship if their plants die and they need to replace them?

They can water them with a watering can the same as everyone else is being expected to. Which will probably benefit the financially because they’d be using less water that way if they’re on a water meter.

I don't think they are. AFAICS the exemptions are for illness/disability?

Of course, watering the garden with a watering can may be more difficult than walking around with a hose pipe. I understand that.

My point was more that a hose pipe ban is designed to save water supplies for essential purposes and I'd have thought disabled people would be more mindful of that than anyone.
