It's never "to whom it may concern"

Excel doesn't use POPLA for the alternate dispute resolution.

Don't "out" the driver, simply refer to them as the driver.

yes, also a picture of the actual parking ticket as luckily it was still in the car, or in this case not the correct car

I see, yeah this is all new to me, I’ve been lucky over my years of driving without getting tickets…

so if that’s the case what is the point of POPLA?

okay that’s good to know, does that mean for submitting my appeal I still use my details for IAS?

Two trade bodies, two appeals systems. It's a condition that you must be in one of the two to be able to get addresses from the DVLA.

Any thoughts on this as a first draft? I don't think most of the usual bumf applies so it seems rather short in comparison!

1. Excel Parking Services Limited (the “Operator”) has issued the Parking Charge Notice XXXX (the “PCN”) to me on the basis that I am the keeper of the vehicle in question and is seeking to recover unpaid parking charges from me on that basis.
2. On 23rd June 2026, I appealed the PCN on the basis that my partner, who was driving the vehicle at the time, accidentally entered the Vehicle Registration Mark (“VRM”) for her vehicle, instead of my vehicle. 
3. This appeal included the VRM which was accidentally entered, as well as a photograph of the parking ticket obtained showing that parking was paid for [Appendix 1].
4. Annex F of the Single Sector Code of Practice (“CoP”) [Appendix 2] sets out the circumstances where the charge should be reduced to £20, and this includes: a) where the driver has paid the tariff but made a major keying error when registering their vehicle for example … motorist entered the wrong car registration
5. In contravention of the CoP, the Operator did not offer me a reduced charge. 
6. The failure to do so means that this PCN should be cancelled in its entirety. 
7. Additionally, on 16th July 2026, the Competition and Markets Authority (“CMA”) published an open letter to private parking operators [Appendix 3]. 
8. Paragraph 30 highlights failures of operators to “reduce PCNs to £20 in line with the Charter”. 
9. At paragraph 31, the CMA concludes that such failures “could infringe consumer law, in particular by falling below the standard of care and skill expected of operators, as these are likely to impact consumers’ decision making”.

B. Save a copy of the photograph of the parking ticket that was in the car and proving payment was made as Appendix 1 and upload it along with the appeal.
