If you're going to just eat variations of mince then buy a slow cooker - not expensive and very cheap to run

Buy a job lot of roasting bags. Keeps the oven very clean. You can do veg, meat, fish etc in them. They are similar to the steam bags you mentioned.
Personally I would use the oven, wipe it out as you go along and when the time comes, if needed, pay for a professional clean. There's always offers on, but it shouldn't cost more than £60.
