Martin Lewis sold this website to MoneySupermarket over a decade ago, in 2012, so not sure what you're expectations are in relation to him but whatever they are you're going to be sorely disappointed.
The help you need is actually to understand the top end package that been signed up to which includes much more than just broadband.0 -
EE is regulated by Ofcom. I would suggest that you approach EE for their "Treating vulnerable customers fairly" policy as detailed by Ofcom
(Definition of a vulnerable customer is an individual whose personal circumstances make them more susceptible to harm, particularly when a firm is not acting with appropriate care)
One of Ofcom’s priorities is to make sure broadband, phone and TV customers, especially vulnerable customers, are treated fairly. They want vulnerable people to receive a high level of customer care to help them to manage their communications services effectively, and to help them get the right deal for their needs at a fair price.

The OP only stated that their FiL is 81 years old. Nothing has been shared to indicate that the OP's FiL is vulnerable. Certainly cannot be determined based upon age alone.

Although likely of the cohort that fall prey to the over ambitious slimy sales advisers, they don't realise they are being sold rather than advised. Their provider wouldn't sell them something they didn't need would they ?

No more so than they would sell anyone else something they don't need.
We should also not assume that someone else doesn't need something just because we don't need it. As an example, my Mum has a far more comprehensive broadband and TV service than I have. I think that is absurd and it would be no issue at all if broadband went down. Mum, however, worries about being cut off rather more than I do so the back up mobile dongle if the main service goes down gives her peace of mind and for that it is worth the money.

Maybe it's time to have a discussion and look into arranging LPAs.
