I suppose it's all relative but an hour and half doesn't fit my definition of a long drive but then I don't drink coffee 😉

I assume the OP and husband have a single joint account, and he's spending out of their pooled resources - I'm not sure otherwise how the OP knows what he's spending on coffee when out and about?
So he's not going to run to the OP for help, he's spending out of the joint account, probably as he's always done... It's just that now he's not pouring money in to the account via a salary.

I got some (what I took to be) good-natured stick on a previous thread where I said that MrsQB and I have a joint account for income and individual ones for spending, but it does help to avoid this problem.

We have a small account each £100 a month to cover gifts , dentist and coffees, but it's slipped back to the joint account. So I'm planning to have an account for bills, food and essentials, a savings account for holidays, another for car expenses, another for emergencies, everything else will go into a linked savings account and will have to be transferred across for luxuries....

At the hospital and theaters they probably have a brew station, if he made his own there that would be a concession and a start. I travel quite a bit with work and have a huge flask and proper cup while on the road and have my own coffee etc for when I get to a site, most people are impressed and it is catching on. Is he a numbers type - what percentage of his state pension would £1,800 be? What else could £1.800 get him that is more important to him? Sometimes the few quid here and there doesn't really stack up until it is front of you in black and white.

As frustrating as this is, I think you'll find your husband doesn't see the coffee as a "luxury".
To address this you probably need to accept he likes coffee's out (whether you agree with the spending or not) so I'd personally agree a budget for personal spends that's a bit higher than £100 a month to cover most of the coffees (1 per day?).
I'd also encourage him to find paid work (to pay for the coffee) if possible rather than volunteering, although that may not be easy if he's visiting parents/aged relatives.

My son loves his Yeti travel mug, and he's not had any spills with it. He drinks black coffee, so does have to wait for it to cool before he puts the lid on to avoid scalding himself.
Bearing in mind that volunteers are needed in the hospital and theatre, my question to his volunteer places would be "Can the volunteers have good free coffee please?"
Whenever someone at my church suggests swapping the good ground coffee for instant coffee, I say that I'll stop giving money to the church and buy the coffee instead. I drink black coffee with no sugar and having good coffee makes a big difference to the drinkablilty of my coffee!

@SpikyHedgehog , brilliant idea on asking for a free coffee or tea for volunteers. Where I live there are two charity shops , one offers a free lunch, nothing special, just a baguette sandwich with salad and a drink. There other one makes volunteers pay for everything they eat or drink. Guess which one has a high staff turnover!
