Octopus have already said it’s that small minority are the reason the cap has been introduced. So yes, they are to blame.

Prhaps it's suddenly dawned on them now that it's summer and most of the excess generation is in the mid afternoon, these changes make no sense at all. If anything it's a benefit to them to allow a charge...
Mind you, with their current iOG pricing, I'm surprised there is much demand for it, oerhaps saved by the likes of EON having a limited number of cars / chargers and frankly abysmal zero api access.

The 6 hour cap does not limit charging to the overnight off-peak period, so I'm not sure why you might think excess daytime energy availability might have caused a deliberate delay to its launch.

I have the Ohme app and I'm assuming if I keep setting on Dynamic Charging then all will stay the same , and never incur the more expensive charging rate.? Had an EV for just shy of 2 years now and after initial layout been brilliant.

Dynamic charging is irrelevant. The Ohme app will be updated with a toggle switch so if you want more than 6 hours charging, you can choose for the total charging to cut off at 6 hours or continue charging after 6 hours at the peak rate.
