I don't think it's changed, so you will have needed to qualify by May 11th or something like that.

Yes - you needed to have opened the account and requested the transfer with HSBC by 11 May to qualify for the cashback offer.
The fixed rate cash ISA rate offered by HSBC has also dropped to 4.25% so not market leading either.
