If the thermostat had gone, you'd hear it boiling.

As @vic_sf49 notes, you could be paying for another flat's usage. They could be thinking how wonderfully efficient and well insulated their flat is, it's always warm as toast and the bills are always peanuts !
It's more likely to happen if the meter is in an external cupboard or meter room.

You'd hope that, with a PAYG tariff, the meter is readily accessible to the customer. And if it is, it should be relatively straightforward to check the meter serial number against the one given on the bill / account.

Generally speaking if the thermostat isn't working, you will know about it quite fast, in a sort of "why is my flat full of steam" sort of way…
Immersions should have a backup cutout to prevent the water boiling if the thermostat fails.

I just worked out the unit rates from the kWh and £ figures posted and they seem like possible E7 prices - 29.357p and 13.946p - but they are definitely different and thus the OP is not on a single-rate tariff.

As already stated, the first thing for the OP to do is to take their own readings directly from the meter and submit them (and post them here).

Agreed, the screenshots showing billed consumption charges do not reflect the tariff shared in that screenshot.
Possibly OP has changed tariff since the January bill was produced? But if not, there's something weird going on.

Oh, and if the rates have been estimated since September that's well over 8 weeks, so call Eon and ask for an explanation once again and if they don't give one, take it to the Ombudsman.

couldn’t agree more - however it seems that the person who sold us our flat many years ago had bypassed that - and failed to tell that the thermostat had failed. We had an extremely lucky escape!
