Do they have gas? Electricity is massively more expensive than gas, it tends to be more efficient but the delta on efficiencies is no way close to closing the gap and for things like boilers modern gas boilers aer much more efficient than older ones that most people think of when talking about these things.
Are you sure your property doesnt have any form of overnight heating? The fact you have an E7 meter may suggest the place used to at least. Whilst most storage heaters are big wall mounted radiators filled with bricks not all are; in our last flat the storage heating was the concrete floor itself which had wires embedded in it. I've heard of people doing odd things like stripping them out as they believe some false online claims about random alternatives so it's not impossible.
The other one to check is the emersion heater, most the ones I've had had two elements, the first was only available via Economy 7 and was controlled by the timer. The second one was on the normal mains and was an overrider/top up and was controlled by a simple switch so could be accidentally left on 24/7

If the place is rented there is a really good chance that a landlord might have taken out the storage heaters because they were "ugly" or whatever - it's far from unusual sadly.

By PAYG, do you mean prepayment meter, as surely it's irrelevant what your estimated usage is?
Not sure if Prepayment accounhts look anything like that online.
If it's not prepayment, then as others have said, what are your meter readings?
Are you being billed for the right meter?

You still haven't told us whether you own or rent, and how long you expect to remain there.
Without that info it's not possible to give meaningful advice.

Just put in an actual meter reading to your account just before the end of the billing period, that should correct it in your favour if you have been paying excess over time and give you credit on your account, which should then come off your next bill. Assuming you had the correct meter reading when you started with Eon, otherwise a potential mess. Otherwise suspect the immersion heater to be always on.

Accidentally leaving the immersion heater on 24/7 won't make a great deal of difference, especially at this time of year. The thermostat will switch it off when the water is sufficiently hot.
Even if you had a bare copper hot tank with no jacket, the heat lost would be warming the flat so you'd be using the plug-in heaters less.

The OP and the screenshots suggest that this is PAYG not a credit account.
Your point about the immersion heater constantly ticking over is a good one for the OP to investigate though.
@WiserMiser from what was said originally it sounds like they do only occasionally use the plug in heater - which could mean a very well insulated flat and people who don't really feel the cold, or could mean another heating source…

Generally speaking if the thermostat isn't working, you will know about it quite fast, in a sort of "why is my flat full of steam" sort of way…
