Someone put bagged dog waste in my bin

Hello
Put bins out for waste collection and someone put bagged dog waste in my bin have evidence off our cctv. Our council have said no offence has been committed and the contents he put in our bin are un known. It was clearly
bagged dog waste he had his dog with him which was peeing up our neighbours bin when he did it. Is this an offence. It's not the first time it's happened either. We have a lot of dog walkers go past our house there are plenty of dog waste bins so what would be the excuse to use my bin?

Which bin?General waste or recycling?
if it was the correct waste in The correct bin ( and be grateful it was bagged) then what is the issue?
My understanding is that ( in my area) the bins are supplied by and owned by the local council. So waste was put in ‘their’ bin…

I live next door to a pub. It is entirely normal for people to add stuff into our bins when they are out on collection day. I don’t have a problem with it and would rather it be binned that littering the village.2nd Edit:
My dog and I do a litter picking walk through the village every month, with a long handled litter picking gadget and plastic bag. I’d much rather rubbish in a bin than having to extract it from the roadside and ditches.6 -
As long as it was put in the correct bin, I don't see the problem - especially if the bin is out for collection.
I pick up litter when I see it if out and about. If it's bin day and the (not yet emptied) bins are out, I often put the picked up litter in the nearest bin, rather than carry it all the way to the waste bin. I don't really see the problem.5 -
Yes, in the UK, it is an offence to put bagged dog poo in someone else's private bin without their permission, even if the bin itself is owned by the council I've found this this out from several people.
I think it's down right disrespectful

What does it matter anyway? I assume it was emptied with rest of the bin so how has it actually affected you? Or was it put in after your bin was emptied?8 -

Would you rather they drop it outside your gate/door for you to step on as you left your home? It's not fly tipping. I had the council street cleansing out to my home after I made complaints re a hmo leaving bags in the street and using my and others bins so much so I couldn't put my own rubbish in.
