Of course it isn't a fine!
Of course no bailiffs will come knocking.
Maybe start by reading the official MSE Guide which explains the difference. It is linked at the top of the page next to the little yellow parking ticket circle.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi just checked my credit report and the ccj is already on my file it was only issued on the 11th of December there must be skint well its going to to be an eventful 6 years of letters from dcb legal which is more money wasted for them just want to thank you for all your advice its appreciated1

You could try complaining to Royal Mail about court documents sent 11th Nov were not delivered to your address. This has left you with a costly CCJ by default affecting your credit usage.2
