    So you drove into the car park, left then went back in again, the dimwits and their ANPR camera on a pole IT system has probably got totally confused then or counted it as a no charge one visit and an unpaid second visit.
    Complain to the land owner as advised, but no way should you be paying these halfwitted scammers.

    I am going to make an online appeal to Nexus.

    Is this the right stage to ask for detailed evidence from them? e.g.:

    - show me close up photos of the parking notices
    - prove you are authorised by the land owner - show the contract (I have seen this used elsewhere)
    - show me the ANPR photos of the car entering and leaving the first time
    - show me an audit trail of all interactions I made with your app

    Or should I do that if it goes to the POPLA stage?

    You should ask them for the "orphan images" those of the vehicle leaving the first time and the vehicle entering the second time.
