RM are responsible for this, but responsible to the sender (or their local postal service) rather than the recipient.RomfordNavy said:

Whether you think RM should be responsible or not is irrelevant. Your consumer rights sit with the retailer. It may well be that RM has been negligent and/or has failed to carry out their customer's instructions, but that's not your concern. If they have, then it's the retailer's job to sort that out.
As things stand, it's the retailer that owes you a replacement or refund. Or possibly your credit card company, since they are jointly liable.1 -
As already explained, whether it needs a signature depends on what postage method the seller selected, it's not up to the postie to guess what the value of a parcel might be and decide whether to get a signature or not.RomfordNavy said:

What has the retailer said about it?
Have they confirmed when they sent it?As it is valued over £135 then customs payment would be due. Not having been asked for any payment raises the question if the parcel has, in fact, been delivered.4 -
