I changed mine recently, yes there was a bit of faffing with the app but it wasn't difficult to do. I think you are perhaps too busy being Mr Angry.
But if you read what I said you'll see there's an acknowledged error on their pages that causes people to fail verification online.
But that 'error' is not really an error. Its your mistaken interpretation of what you read.  If you are changing the address on your license then the address they are asking for is the current address on your license, not the one you want to change to. Others including my self understood that but clearly there is a problem for some if they need to have a recorded message when you ring them.
Your current address is the address at which you currently live. That's beyond sensible debate. It makes no sense to talk of the 'current address' on your licence. On your licence there is only one address; it is neither current nor past nor future, it's just an address, therefore it does not and cannot meaningfully take a qualifier. Do you do work for GOV.UK by any chance? That might explain your failure to comprehend this basic concept.

Well clearly that is not what is meant when they ask the question, it relates to the address on your license which is the one you are trying to update and change.
Just to assure you, No I don't work for GOV.UK. Seems odd that rather than admitting that you didnt understand the system you would resort to accusing me of working for them.
I did however, change my address using the same system you seem to have trouble using.

Precisely the problem. They asked for one thing and 'meant' another. 'Your current address' has one meaning and one meaning alone. If you didn't understand this meaning and coincidentally submitted the piece of information they required but did not ask for then I'm happy it worked out for you, but your experience does not change the meaning of the English language.

I can’t see what all the fuss is about to be honest

I Don’t profess to have a full understanding of the english language but I do think logically

I’m 85 and have changed my address many times and never had a problem with government sites or any other businesses where change of address is required.

No matter where I actually live my current address I would understand  to mean the one I am registered at

    It’s not rocket science

In my situation I get things done when they are required not after

A £1000 fine if you don’t have the correct address on your driving license

I always change mine a week before I move for License and V5 document

Sounds like a user competency issue.

I think most agree with this statement.

Reader competence. I guess literacy standards are falling.

Then I'm sure it works for you. But again, reading and comprehending what we are told by GOV.UK, that is not what is instructed.

You must update your driving licence, vehicle log book (V5C), Direct Debit for vehicle tax and other details when you move home. - GOV.UK

When you change address, you need to inform DVLA as soon as possible - MoneySupermarket

If your address has changed, you need to inform the DVLA as soon as possible - Autotrader

But there is merit in what you say, because despite GOV.UK not instructing to change address before you move, that is the unwritten assumption of the online form. Despite the nonsense written above that 'current address' means 'address on your licence', it clearly does not, because the question immediately afterwards is, "Have you lived at this address for less than three years?"

Again, a basic grasp of English shows us what's being asked for.. Unfortunately, it's not what they require.
