Unfortunately you still need to get the form from the post office to send by post. And not just the form, it's now an 'application pack' to stop you getting the form online and posting that.Brie said:

I had this pa lava when trying to change address. The Gov One Account didn't believe my address, even though I have lived there for 26 years. Off to the post office and fill in the form the old fashioned way. Hope you don't need it when they want my tax return!0

For those saying user error, it's 100% not. The process has just changed so that a One Account and a DVLA account are required for updating your driving licence online. Perhaps it's possible using an app, but I refuse to do that. And apparently you can do it at the post office, for a fee, and a 35 mile trip in my case, with little guarantee that process would be any more successful.
I recall changing address on my licence online before all this nonsense was introduced. You entered your details, old and new address, and that was it. Progress.
As for ID, this is the precise reason I got a new passport. I don't plan on international travel but being cognizant of the inability of public bodies to perform the most basic task, I knew that there would be some issue updating my driving licence and therefore wanted an alternative at hand.
When you click on next you get the question Are you renewing at age 70 or older?You cannot use this service to apply for your driving licence yet
You'll be able to use this service in the future
What to do next
You can use our old online service to renew your licence if you're 70 or over, or will be 70 in the next 90 days.
The old online service will look different to this service and you may be asked to send your identity documents by post.

I rang them up today. When you choose the option for the DVLA service you are presented with a single recorded message before you proceed, along the lines of:
"If you wish to change the address on your driving licence then you must enter the address actually on your licence when asked for your current address, and not your current address"
Which proves what I already said, they ask for the wrong piece of information. And obviously it's causing such a widespread problem that they have recorded a message on their helpline.
But then again, as we all know, it's easier to deal with thousands of angry people clogging the lines because the GOV.UK system has demanded the wrong information than to change a piece of text from 'Current Address' to 'Address on your Licence."

But that 'error' is not really an error. Its your mistaken interpretation of what you read. If you are changing the address on your license then the address they are asking for is the current address on your license, not the one you want to change to. Others including my self understood that but clearly there is a problem for some if they need to have a recorded message when you ring them.Chief_of_Staffy said:
