I believe Barclays and possibly Halifax have savings accounts which have a card?
Most high street banks (+Nationwide) offer savings products with an ATM card - which is not the same as a debit card.

They all have terrible interest rates aswell.
What does the card do if not for payments and withdrawing cash?
    Cash withdrawal only.

The cards are cash cards and can only be used for withdrawing cash from an ATM. They're not debit cards allowing payments to be made.

The easiest thing would be for the OP to give up on his dreams of debanking himself and stick to ordinary current accounts with a debit card.
Or crack on, but accept, and learn to live with, the inconveniences it'll cause.

The Nationwide ones also only allow you to use Nationwide ATMs.

Lots of savings accounts with cashcards have also been withdrawn in recent years. I have cashcard accounts with Santander and TSB that have either been withdrawn or are now online only for new customers - neither of which are currently used due to the garbage interest rates you mention.
  • Can I get a debit/ visa card from somewhere that I can link to that account so I can transfer the money from the account to that card and make cash withdrawals and online payment with with the card?

You need a product that has a sort code and account number, not necessarily a debit card. My understanding, based on reading this thread, is that you wish to 'debank' yourself. Your options are really limited to e-money providers like Revolut (although I think they're applying for a banking license so might be one soon) and Wise. Alternatively, if you're happy with building societies, then maybe a current account with Nationwide?
  • Have you considered a credit union?

I would prefer a local building socity that employ real people.
The only problem for me with this so far is buying stuff online, everything ells is cash
