Theres a car park that I have used before at Ducie street in Manchester (Around 10 spaces). I've parked in this exact spot before. Who wouldn't want to park in that wonderfully managed and kept car park, they've even gone do far as to allow the decorators in! I can see the argument from the point of view of the person who has (presumably) paid for a reserved, secured spot. But, if they reserve one spot in the whole car park, maybe a collapsible bollard would do the job.
