SIP PCN - Ducie street Manchester.

Theres a car park that I have used before at Ducie street in Manchester (Around 10 spaces). I've parked in this exact spot before.

Now the entrance is clearly marked as a car park for use, but weirdly enough... the particular spot that I parked in has a "permit holder only" all the other bays don't have this signage, I only just noticed this after I got the PCN as who on earth checks the wall when the car park entrance is clearly marked for use. The frustrating thing is that I paid for my parking but obviously that's not what the PCN "reason" is against.
Do I just follow the newbies guide? Wait for a NTK letter and then send the "TEMPLATE ''ONE SIZE FITS ALL'' FIRST APPEAL THAT DOESN'T SAY WHO WAS DRIVING": blue template?
Is it likely for this to get to court, or will it get cancelled before that?

Wait till day 26 then put in an appeal as registered keeper. It won't work but let's see if SIP remember to post a NTK.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm getting :
"Our records show that the PCN was issued on 23/09/2025, therefore there is no ability to appeal as your appeal is outside the 21 day permitted time scale."
Or should I be sending an appeal as registered keeper to the email : info@sipcarparks.co.uk

Doing a quick google search it seems the "complaints email" is the same as info@sipcarparks.co.uk (https://www.sipcarparks.com/complaints)
So in my email do i just do the following:
1) Add that "I'm writing to complain that upon trying to appeal a PCN on https://www.sipcarparks.com/appeal-a-parking-charge-notice-pcn it says I'm outside of the 21 day permitted time scale and the Joint Code requires a 28 day window for appeal"
2) Copy the "appeal template in blue in the newbies post : (TEMPLATE ''ONE SIZE FITS ALL'' FIRST APPEAL THAT DOESN'T SAY WHO WAS DRIVING
3) Include my name, address and postcode?
