So it's actually about being there before 9am but ... what time is Greggs open? That is the crux of the complaint!

Ideas about finding out a landowner or property agent are in the official MSE Guide linked at the top of this page (red MSE Link).

As above,  it really needs to be 7.30 am to 9,00 pm , especially as this was a more restricted Sunday , or 7am to 9pm

Read the advice in this thread

Definitely ask greggs, and complain to Greggs head office,  quote the silly site times, show them a picture

Is it really still pitch dark at 8.16am on a summer's morning in Winchester or have those images been altered?

The ANPR software is trained to search each frame for a vehicle registration plate. That's all it needs; when it finds one it discards the rest of the frame and moves on to read the alphanumeric characters.

Ive made a complaint to the land owner, Royal London as thats what i found on google, greggs have been useless, wont get involved basically. Should i put all this in the pola appeal, or will they just side with parking eye like it seems they do a lot? Is this the best appeal, stating shop was open when car park wasnt?!

Do the appeal to popla based on no landowner authority and go big on the signage,  including proof of greggs opening hours, the date that greggs opened for business and that you were a legitimate customer of the only open for business shop on a retail park car park designed to accommodate legitimate customers

Mention that you had every right to believe that the section near Greggs was for Greggs customers etc , based on the CRA 2015, which is normal practice for all food outlets when they are open

Add that you have complained about it to the landowner Royal London based on poor and inadequate signage since June 2025 when Greggs opened for business and that the landowner contract is therefore out of date, same as the signage

Mention that you believed that the signs only related to The Range and Homebase,  same as they did before June 2025

Add proof to your popla appeal,  upload it to popla choosing other
