Claim form from CPS / Combined Parking Solutions

I am looking for some help as I have received what looks like a claim form for an parking fine from 2023
i ignored all letters and had a strange letter a few weeks ago offering me to pay the original charge for £100 and some forms to complete which I ignored thinking it was strange to hear 2years later it could be a scam
i I have to submit a defence in a few days but see this company is a member of IPC and not BPA so is that different

What is the issue date from the top right of the claim form ?
So its from CPS , via MCOL, for £185 due to not displaying a CPS permit0 -

With a 3 July issue date, you only have until 4pm Monday 4 August, just 4 days away to submit your Defence. If not submitted on time, you're in danger of a Judgment in Default and having to pay the Claimant in full.
