Everyone Active is the leaseholder company, under an arms length leasing deal with the landowner councils, a common practice with councils setting up ALMOS etc

It means that whomever contracted with CEL is jointly and severally liable for the actions of their contractor, hence why you are complaining to what we believe to be the leaseholder ( not the owner, not the landowner )
MSAs are run by the leaseholder like MOTO etc, on behalf of the landowner ( that being the Department of Transport, the government )
ALMO is an Arms Length Management Organisation, in this case its Everything Active, so we have to assume that they are the leaseholder and therefore possibly liable in law, the press article says they have a 15 year lease with the councils
You can see similar issues with BHCC and the Parking company OPS, With leisure centres, schools etc
Grenfell was run as an ALMO on behalf of Kensington council
Neither Creative or CEL are the owner or landowner, just a sub contractor, probably employed by the leaseholder2 -

Yes I agree. I believe Everyone Active is the leaseholder and Everyone Active is contracting with CEL.
Therefore I believe my complaint destination is correct.1 -
Creative Car Park Ltd and CEL are two different companies.1

It seems Civil Enforcement Ltd. is operating on behalf of Creative Car Park Ltd.
But that's all just formalities, and it doesn't change the realities of the situation.

Everyone Active work in partnerships with local councils. I would imagine they get some funding but I may be work. Their services are much more affordable etc. I was told today by the reception that the council decided on the parking restrictions. So there is possibility that they own the land and Everyone Active lends it from them. However if that's the case, why the Council didn't decide to manage these themselves as they manage a parking opposite. So it's a big mystery, who owns what and who is responsible for getting into agreement with that horrible company. I will try to establish the facts. I will inform you if I hear anything. I am definitely not paying any of these fines or whatever they try to claim as I think these are unreasonable and unfair. Good luck, hopefully we get there. It's just another nonsense I had to deal with on top of the other nonsensical stuff of moder life!3
