    All very tedious and due the declining driver standards, as demonstrated frequently in the media but evidently deemed as acceptable, and of course negligent policing.

    There is the other side of policing and policy delinquency:  I.e. 20mph limits due to 'safety' concenrns, but no policing of illegal and unsafe parking/obstructions, i.e. parking with 10m of a junction, on pavement 'parking' (while not illegal in many locations per se, it is illegal to restrict/obstruct pavement use (not leaving 1.5m of clearance and of course driving on the pavement is illegal period, so how did they get parked on the pavement, ooer), some would also obstructing - line of sight as it increases danger considerably when you cant see children 'hiding' behind vehicles, and parent of who take no responsibility with respect to such behaviours - its always someone else fault, never ownership of it.
     
    Driving without due care and attentions, consideration for others etc - why are these not policed with the same vigour as 'speeding' - it appears Law enforcement is highy descriminatory in maintaining policing of bad, neigh Illegal behaviours of road use ( including cyclist on pavements, also not indication or complying with traffic lights) etc.  And as to policing, if you don't look after the acorns you have great oaks of law disregard / respect.

    Many things need sorting wrt road use, safe distancing (2 second rule) lane hogging / failing to keep left, lane discipline, and as for roundabouts.. and as per OP, lousey use of indicator, and fog lights, before we get to others e.g. jaywalking, conveniently made a civil offence so nothing get done about it.
    These would be easy to police, plain clothes cars - driving standards police: 1st offence warning, seccond offence in a year or two,  licence reverted to 'provisional', as either the driver is incompetent or a lazy so-and-so, and neither have a place driving 1 or 2 tons of a potential weapon if they are not disciplined or responsible? After all they had to demonstrate a basic standard to get a licence in the first pace. 
    For some reason I feel the inconvenience of loss of licence would be a very good motivator, or even of if you can't deliver the responsibilities then you loose the right, or would this be too effective?

    Stepping down from the soap box, but convince me that any of the above isn't factual observation.
