I used the OTS and on the day I finally got a working internet service my phone was also switched to FTTP from Virgin.

Virgin then sent me a bill that was £76 in credit as my TV phone and broadband were now in credit but they haven't paid that into my bank yet.

OP what you are saying is complete nonsense. I have cancelled my service via live chat a few months ago with no problems at all.
Then I received a text offering me 125 MB internet for a mere £12 a month which is an amazing deal so I don't understand how exactly VM are crooks or how they do not let you cancel. Before this I was paying £21 a month for 200 MB internet.
VM use their own cables so I would suggest you simply use their live chat and cancel the service that way and then you can switch to any provider you like. Another provider might tell you that they can cancel the service for you but since VM use their own cables it would be better to do this with them directly instead of relying on 3rd party and then having to pay for two services or some other nonsense.
In my experience it's usually the impatient ones who complain that they wouldn't let them cancel, they object to having to confirm their details and then when the agent does their best to retain them (their job in other words) they get their knickers all in a twist. This is presuming they're not actually still in contract and can't understand why they can't cancel.

What I object to is sitting through the entire process and listening to all their offers and then being bounced around and put on hold then having to listen to it all again. Then when they finally realise that you wont be swayed, just being hung up on, and then having to sit through this entire rigmarole again, then being hung up again.....

I mean if you want proof just search the internet, there are hundreds if not thousands of posts like this going back over a decade.

That was my experience as well when helping my daughter cancel her Virgin broadband.

We ended up telling them that she was moving to an address that was not served by Virgin to finally get rid of them.

And also when I tried to tell them I was going elsewhere I was told I couldn't and got hung up on.

I sent a letter by recorded delivery to the address given that was signed by Paragon. Is that normal? Also if they dont action the cancelation right away I assume they will use that as an excuse to get more money even if the letter was delivered before the 30 days.

Had a phone call from a Fellow British guy trying to convince me to stay but i refused. He confirmed that I had a cancellation in for the end of my term. But i still haven't had any sort of official confirmation by email or sorry your leaving us letter?
    ~edit
Actually I just seen i have closing bill on the site and my connection ends then. So looks like sending the letter as way to cancel worked fairly well and avoided the rigmarole of the foreign call centre. They used a fellow Scottish guy to call me who clearly understood me and the tone of the conversation. No messing about, he made a couple of offers then gave up as it was clear that my mind was made up. Excellent!

All done and dusted, Engineer came and installed my full fibre connection and set up the plus net router. My Virgin media broad band cut off within ah hour of him leaving and have received an email telling me that packaging is being sent out to for me to send back the equipment. Getting 960Mbps on plusnet, not that i have any need for such a high speed  :D
