Dog attacked and owner isnt playing ball

Ok so last month May 11th to be exact another dog attacked my dog on a walk, walking past a garage and the other dog comes shooting out of the garage and goes for my dog, has his leg in his mouth, my dog is yelping as in pain, my dog got free in the end, the owner of the dog comes rushing out, checks my dog over, says doesnt think anything broken, my dog has a small wound on his left leg where the leg is joined onto his main body, other dog has no teeth left, was apparently abused by previous owners. My dog is a Morkie and the other dog is either a french bull dog or American, the fat but small dogs.

 After a few days hes still limping so I got to the emergency vets, he has an infection, no bones broken, given 2 injections and a collar so he cant lick the wound, I pay whats owed, I dont question it (see why I mention this later ) and they advise me to take him to the vets on Tuesday.

 I actually take him on the Monday, they give him an other injection and give me some tablets for him, I ask for a copy of what I paid and go away. I hand the copy of what I paid for the vets to the owner, he says to write my name and account details on the back, I go away thinking he was going to be ok and not be uncooperative (bet you can see whats going to happen).

After 3 or 4 days I managed to get a copy of the emergency vets bill, I pass it on to the owner, gave a couple of days and go back to see if any update, he goes on about how his accountant is querying the emergency vets bill, wants to know why this cost so much, I stated it was an emergency vets, the paperwork doesnt state an emergency vets but the word "emergency is in the name on the copy of the work that was done. Its June 12th no money in my account, Ive contacted some solicitors and not heard anything back, not had a call to advise me what I should do if they cant help. Im claiming for £400 for the emergency vets and £100 for the first checkup.

 Is small claims court my next step ? I have to hand deliver it as there is no name on the fence across the business, Google maps has no business showing as there. What I want is the £500 I paid.

    You need to send a letter before action and then make a claim if it is ignored.

    I would also query the emergency vet's bill.

    I took my small dog to the vet last week because he had an infection, like your dog. I phoned the practice on Monday morning and they saw us later the same day. We were given a course of antibiotics, total cost £95.

    I associate emergency veterinary treatment with calling the vet out of hours for urgent, immediate treatment.

    PS - whether the other dog's owner is a business or not, it's nothing to do with consumer rights!

    Cold you not have made an appointment with your normal vet?

    Why did you go to the emergency vet if he was limoing but not showing signs if being ill.

    You can't sue someone if you don't know who they are.

    Should really have gone straight to vets to get your dog looked over.

    You now need to find all the details of the owner to take them to court. As his accountant should have nothing to do with him paying the bill.
    Could also report to the police for having a dog not under control.

    Perphaps it was a Sunday 
    If it was a Sunday would wait to the Monday given its best to treat infections as early as possible?

    So a limping dog doesn’t merit immediate treatment I am sure if you started limping which usually means pain you would attend A&E and not wait to see your local GP
    Of course getting a appointment to see a GP is near impossible
