Plenty of 30 repeaters round here, often attached to streetlights.

But that's with a default urban 20.

If that's in Wales then yes, 30 repeaters are required (but 20 repeaters are not). The Welsh government has exercised its power under s81(2) of the Road Traffic Regulation Act to change the default speed limit on "restricted roads"
