Search owners club sites and see if there is a hack for defaulting the system to off, or whether it can be done via the OBD port.

Part of it though is the distration level of this, where as it's all new I'm taking my eyes off the road to work out why it's beeping.... that's getting better as I get more used to it. I currently feel that it's trying to be helpful, which I understand, but by doing so, it isn't necessarily helping me and is actually causing a problem.

There are quite a few things on it which I think may cause issues if they are relied on too much. I'd like to think I'm a good driver, and it matters to me that I'm aware of things like speed limits, without needing the car to tell me - especially as it can get it wrong as I've seen. I want to be making my own decisions about the driving conditions and rules.

Though after saying that, I know that sometimes (hopefully rarely), I do get it wrong, which is why I find the visual with the speed limit to be a helpful feature, it's just the noise which I find annoying.
Its as @Wyndham says, distraction. Speed limits often change on the approach to something like a complex junction when you need to be looking up at the traffic, not down at a screen trying to figure out what the alarm is about. One car I had used to alarm when changing lanes, even when indicating, again a distraction when the driver most needs to be alert.

In the railway industry we'd never do this to drivers or signallers, makes me think the automotive industry has no idea about human factors in design.

What, the railway industry would never alert drivers to them doing something illegal...?

Do you think forgetting to re-enable will become a Mot fail, if the thing is now mandatory?

Use the Waze phone app to display a map and speed limit on your car screen. Waze is free and they are quick to change their mapping when a speed limit is changed, you submit the details and they review it within a couple of weeks.

The camera in my car sometimes picks up the wrong speed limit, a 30 limit sign on a bend that looks like the 20 limit has changed... Waze isn't fooled. Likewise Waze will warn you about speed cameras plus user entered potholes, roadworks, and temporary speed cameras.
Not heard of Waze, I'll take a look, thank you.

I remember the days when electric windows were a bit of a novelty... the tech these days is amazing, and I know that connecting a phone to a car has been around for some time, but it's not something I've ever really bothered with before.
Waze is just another type of sat nav. It may display the correct speed limit but it won't stop your Toyota from beeping at you for going over 20 mph.

How does Waze fix the OP's problem?  (ie disabling the default beeping.  I suspect the OP isn't bothered about being informed of the current speed limit as I presume he has functioning eyes)

And might insurers think that disabling what is presumably intended to be a saftey feature is a "modification" they need to be informed about?

No because the systems can be disabled anyway.  All you are doing is defaulting them to be off rather than on.  I have a couple of older cars with lane departure warning etc etc and both can be deactivated permanently by simply pressing a button.

Better still, look out of the window.  I understand the authorities place these large signs with numbers on them to indicate where a speed limit changes.

Looking out of the window didn’t help me avoid a speeding ticket on a long country road with the only 30 mph sign on the approach to a roundabout on a bypass.

Unfortunately, councils are not required to place reminder signs in a 30 limit. The road in question is a real cash cow for the North Yorkshire camera vans. On the speed awareness course the instructor said he also uses Waze, as I now do.

My car “beeps” and flashes the dashboard speed symbol, Waze also sounds an alarm, so one way or another I am now aware of the speed limit.
