Landowner cancelled pcn but parking eye still want £20

So much information on here that it can get overwhelming. This is a more rare situation.
Got a pcn in a pub car park...you have to pay at the bar and enter the reg plate and I didnt see it as its a new anpr system. I didnt buy anything.
£100 charge, if paid within 14 days £60....usual nonsense


Time in car park was 5m 10 seconds...but thats entry and exit in total time...
I sent off an appeal to parking eye stating I went in to see the disablity access then didnt see the signs.... as non on entrance...
Main issue, went to the landowner whom cancelled it there and then as we use the pub regular but didnt on that day as we were driving.
Parking eye still want £20 and cancelled my appeal as the charge was cancelled by the client.
This makes no sense as no one mentioned that to me.
They also said to me if I re appeal the £20 charge wont apply for settlement.
This all seems insane to me as so many threads on pcn but not many on this situation offering solid advice. I dont want to pay £20 for them sending out a letter and wheres the grace period?

So, you entered the car park, viewed what was on offer for disabled customers, declined the contract that was on offer and left.
No contract exists. The £20 is a begging letter (are Parking Eye in some sort of financial hole because this new operation of trying for twenty quids is rather unedifying).Have you received a POPLA code?4 -
I just found it ridiculous because if there was clear signs at the entrance, then I would understand but even at the bar the signs are not clear...
Granted, they have signs on the entrance, but they are not big enough for somebody to read...
But five minutes and 10 seconds they want £100
the worst bit is after the actual landowner said to cancel it. They're still asking for £20.
They said they have sent a letter in the post today, so I haven't received any code yet....
But obviously the situation here is do I go and appeal it which they will reject and then take it to POPLA which if I lose that it would cost me £100....
My main emphasis is on if the landowner cancels it why are you still trying to get £20 out of me but the other side of it is I don't want to be in a situation where I'm worrying about it because I tend to overthink things like this I think it's a side-effect of mild ADHD.
It's so confusing because some people would say just say you came into the car park and left
Some people would say just tell the truth and say you walked into the place
I just find the circumstances irrelevant if the landowner has told them to cancel it.0 -
Also, I don't think there will be a code until they actually look at the new appeal that submitted after the £20 offer was made...
But this is the bit that I'm concerned about should I just pay the £20 now?
Or risk this situation because I don't wanna end up paying 100

If you received an email or letter from ParkingEye just respond to it and say no, POPLA code please.But obviously the situation here is do I go and appeal it which they will reject and then take it to POPLA which if I lose that it would cost me £100....No it won't! You'll NEVER be paying and anyway you'll win at POPLA due to being in the region of the 5 minute consideration period.
Ten seconds is neither here nor there especially if you say walking to read signs then hop back in the car and leave the site (as it was not disability friendly) takes you a bit longer than most drivers due to your (or your passenger's) disability.
This is easy to see off at POPLA. I'm certain ParkingEye will concede. They are just hoping you don't try POPLA. They can't 'cancel' your appeal and you don't have to appeal again.
Just prompt them for a POPLA Code.

from what I have read and I have good reason.
So POPLA situation....they wont say its over 5minutes?
The last time I got a pcn was 2017 so i dont know the new laws or not read much about it but used my brain...go to landowner first.
I don't understand the logic of this pub that decided to have this system in place because
one of the guys who dealt with this today said to me it will even give you a ticket if you come in for a few seconds and somebody that worked in the actual pub, said the same thing to me.
So let's wait a minute
there is a five minute period but
the camera will send you a ticket automatically even after a few seconds and then just ...hope people pay
How does this activity go on civil Society?
I thought this thread was relevant because they are so many different threads on the topic of tickets on Private land but very few threads describing the situation that I'm describing today.

And they have had a new company take it over to put these ridiculous cameras right in a little car park that only has about eight or nine spaces in there.
I mean, I literally reviewed the dash cam footage and yes, there is a sign outside but it is very easy to miss...
I think the pub should put a sign at the bar and one on the entrance instead of putting them in ridiculous places in the actual car park because if they made a tiny bit of effort, they would not have people in my situation.
I just want pure clarity on this situation because I am going to be speaking to the head office of this pub again next week to make them aware of potentially what they are doing to their business because I will literally tell everybody I noticed stop using that place.0 -

so the agreed situation here is appeal it with parking eye...get the refusal as we all know they aint fair
go to POPLA and the fine would be waived?
hope so or £20 will turn to £100 but they play on that fear dont they?2 -
Oh edit...I am assuming the parking eye clown on whatsapp was wrong. he said soon as I put in another appeal it goes back to £60. Yes Im sure they have to look at the appeal first and reject it as I put one in yesterday before looking into this properly.
I am assuming...if I pay the £20 (as it shows as £20 on website) now, the whole case closes down, no appeal , no nothing in future
if I appeal and lose , I can go to POPLA.
