Hi everyone,
Sorry for the break in writing and thank you Umkomaas for the response. We have now received another letter now from BWLegal and we are really worried about what to do next.
Background:
- Location: Wharfside Business Park (near Lidl, Wembley)
- Parking company: UK Car Park Management Ltd (CPM)
- PCN dates: 18/04/2025 and 21/04/2025
- Total now being claimed: £340 (via BW Legal, deadline 03 April 2026)
We originally parked there while doing shopping locally (we are not tenants, just nearby residents using local shops). The area was dark and we did not see any clear signage at the time. We have parked there before without issue.
Important circumstances:
We are a Blue Badge household. Our daughter is severely disabled, registered blind, non-verbal, cannot walk, and suffers from daily epileptic seizures. She requires constant care and can require emergency medication or hospital visits at any time.Because of this:
- We must park as close as possible to exits
- Waiting for a disabled bay is often not possible due to medical urgency
- On the day(s), the Blue Badge was displayed
What has happened so far:
- We appealed to CPM last year → rejected (standard template response)
- Received letters from Debt Recovery Plus → ignored (as advised)
- Now received a BW Legal letter (27 February 2026) demanding £340 by 03 April 2026 or legal action may follow
What I have tried:
- Contacted the landowner/management company (Alperton Wharfside / related companies) asking for cancellation → no response - Long email asking for some empathy and help with added proof of my daughters disability and copy of blue badge.
- Gathered evidence:
- Blue Badge (valid until 2027)
- Medical documentation from Evelina Children’s Hospital confirming severe neurological conditions
My concerns:
- The Equality Act 2010 should apply here (reasonable adjustments for disabled persons)
- The situation was not “misuse” but necessity due to a vulnerable child
- The charges have escalated significantly and we cannot realistically afford £340
Questions:
- What should I do now that BW Legal are involved — do I respond or wait?
- Can I still raise Equality Act arguments at this stage?
- Is it worth making a formal complaint to the landowner again or escalating elsewhere?
- What are my chances if this goes to court?
I would really appreciate any guidance on the next steps. This situation is causing a lot of stress for our family.

IGNORE THEM for now
- Wait For the official Letter of Claim giving you 30 days notice
- Depends on with who
- 3 yes, landowner including 2 above
- Unknown, court is a lottery and unpredictable, Judge Bingo, you may as well ask if a moon mission will be successful or not, or my lottery ticket, or City or Arsenal 3 hours ago before the game kicked off
The presiding Judge will decide if the claim is enforceable or unenforceable, if it actually gets to a hearing in court

We are so happy - plus a bonus - they will be allowing blue badge people to park there in the future..

I can confirm that these PCN have been now cancelled – see below.
Should you want to park here next time we would be HAPPY to tell you where you can park without any issues.
Also in future, Alperton Management car park will be fully compliant with Blue Badge regulations

I bring amazing news, our Legal department have agreed that the PCNs can be cancelled.
Two PCNs were issued to the vehicle …… and both have been agreed to be voided with no payment.
I have also added this vehicle onto a Exemption list to ensure no PCNs are issued again for parking in that location.
To allow me to ensure the site is set up to recognise the Blue badge scheme for the future, please may you complete and return the attached form?
This will allow me to re-contract the site to include the blue badge scheme.

So the parking firm has effectively admitted to breaching the Equality Act 2010 (until now) and is treating the fact they are being forced to now comply with their legal duty to make 'reasonable adjustments' as if it's good news.
You could not make it up!
