CPZ being introduced to my street - question about visitors & dropkerbs

Just like government ministers, those cabinet members have two separate jobs.
1. Their portfolio.
2. Representing the residents of their constituency/ward.
All three of those ward councillors SHOULD be responsive to your issue. They are councillors first, cabinet members second.2 -
When a visitor arrives you take your car out , visitor parks there and you park over dropped kerb. Simple.5

Guess I just have to be patient
They are your councillors and they represent you. It doesn't matter what secondary cabinet resposibilities they have.
That's how representatative democracy works.
Contact all 3 of them directly and ask them the question.

In fact I've even seen one of the 3-4 car houseowners park their car off-road in their nextdoor neighbor front, cos they couldn't park where they usually do as another house was having a party with guests0 -

Will these parking spots not still be available or are these spots now no parking areas?

Usually visitors turn up first & park off-road where my car would be, & the hairdresser parks on my cutout
- HOWEVER afaik when CPZ comes into effect there's no mention if visitors are STILL allowed to park on dropkerbs during cpz hours (they usually turn up sometimes between 10am-12), only that visitors MUST park in CPZ bays & visitor permits MUST be purchased for them to park IN THE BAYS - either when they turn up or pre purchased
(Due to fact my Mother is 80+ OAP & has trouble with anything 'technical', she even has trouble reading messages on mobile & NEVER gives debit card details over the phone, I would have to do any of the permit purchasing if neccessary - I would probably prepurchase a visitor permit if needed in this situation)
We would only have 3 available cpz bays near the house & currently most of the time 2 of those possible bays are constantly occupied during the cpz hours by neighbors with 3+cars (the 3rd bay is hit&miss sometimes there's a car sometimes there isn't)
There would be some cpz bays further down road but those may also be occupied by neighbour cars as not all houses have drop kerbs.I would take a rough guess that the top 1/3 of road (my area) mainly consists of 80/90% dropkerbs while the rest of road is about 50/50
What happens if I (have to) purchase a visitor permit & they turn up & there's no bays available ?
There's no refunds on unused residental/visitor permits (both are required to be allowed to park in bays during cpz hours)
What will happen if visitor park on dropkerbs like they usually do during cpz times without being registered with a permit ?
Are they parked 'illegally' ? or is this parking still 'allowed' regardless its now a cpz zone
All that is said on site is vehicles parked illegally in a cpz zone risk getting a penalty fine
All I'm trying to do is find out if anyone else has a similar situation & if so what they did/done.
I have never dealt with a cpz before & suprizingly know noone who already lives in an existing cpz to ask0 -

however surely I'm not the first person to have this situation of being forced into a cpz, that has limited parking bays that could be pre occupied by neighbours when visitors turn up & yet while I have a dropkerb the only info about parking on these is if MY car is registered - nothing about visitors
- so there might be (however slim) someone who has had the same or similar experience that could offer some advice and THAT is why I thought there maybe might be someone here who'll know
