    However, my landlord's name is not stated on the property title register and so the scheme is stalling with final approval.  The landlord is only listed with a reference on the register.
    It sounds like you’re not looking at the correct title. You need the one for your landlord’s lease, not the head lease or the freehold.

    eddddy already answered that question above.  The property register only lists the head leaseholder by name and my landlord owns a sub-lease but is not mentioned by name. 

    I've spoken to the the head leaseholder (a large property management group) and they said they'll only issue a document if my landlord requests it.  I've asked my landlord for this and so hopefully they get it.

    No, they're definitely the owner of the sub-lease.  The problem is I need the paperwork to prove it.  Both the head leaseholder and the landlord are not being very forthcoming - why should they help me, right?  I've been in the property a long time.  The property has a very low EPC rating, which is why the scheme approached me with an offer to upgrade it.  Unfortunately, it looks like the work may be blocked.
    Do you even have the authority to authorise any such work to be done to the property? At a minimum that would normally be the Landlord however in a leasehold property it may need the Landlord to get permission from their Leasor

    You don't have to own a property to be landlord.  Just have the right to be LL.  He might have a tenancy from actual owner granting him right to let it out (quite common).

    I'd write your "landlord" a calm polite letter saying what you've found and asking for clarification.

    He could be a crook... He wouldn't be the first by any means ... Quite a common fraud is getting copy of keys somehow then signing up multiple punters and taking rent & deposit....

    Real owner might be v grateful

    But the sublease is presumably registered? You need to download that title, it isn't one register for the address, it's a separate title for each layer of ownership. And it's all publicly accessible.

    But the sublease is presumably registered? You need to download that title, it isn't one register for the address, it's a separate title for each layer of ownership. And it's all publicly accessible. 
    On the property register, there is one freehold pdf and one leasehold pdf (transcribed above) and my property is listed as one of many properties for the address under a reference, which is my landlord but no name!

    Registration Date : 22.01.1970
    Plan Reference : 1 
    Property Description : XX, XXX & XXX ADDRESS
    Date of Lease : 06.03.1933 
    Term : 99 years from 24.6.1931 
    Lessee's Title : AX123456 (not real ref)

    Unfortunately, there doesn't appear to be any other way to access the information other than what I've outlined.  Public libraries?  There is a trust nearby I can ask.

    That's all the information there is for my landlord on the register.  It's just one small clause on a 7pg pdf for property.  There are several properties under the listing with varying information for each.
