Well that was a very quick reply from ECP. I'm sure they could have worded it better, throwing in a sorry for the distress our mistakes caused you. Not a chance of that, they think you should be grateful they cancelled pcn.
Anyway well done you for finding the courage to challenge it. 🥳1 -

honestly thank you so so much for the encouragement and support! Feels like the worst thing in the world because you have tunnel vision from the panic so it doesn’t register that many other people are in the same position!
thank you thank you thank you all!!!1 -

this is what I have compiled from all the help from you guys and the newbie page:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your conduct.I will bring it to your attention that the PCN claims a time in the car park of '4 hours & 39 minutes' which is wholly inaccurate as the driver was in the car park on two separate occasions, not the one you claim. These were two different fleeting visits at the times specified in the letter, a 'double dip', and had you done your due diligence you would see that this was the case, and you would have located these orphan images in which the driver could be seen leaving and entering in between the 'entry' and 'exit' time you have falsely specified. The allegation involves an overstay of minutes. This is not the case, and the Senior Management Team of Starbucks have been contacted and are enraged that the ANPR images were not adequately checked before ECP rushed to harvest DVLA data to harass a customer. In order to resolve the dispute, I attach copies of (A) a digital bank receipt, showing that on this date the driver was a customer of the on-site Starbucks upon the second visit of the site.Additionally, text exchanges (B) evidencing that the driver was elsewhere at the incorrectly specified time on the PCN, wherein it is stated that the car had to have snow removed prior to the second instance of commuting to xxxxx Car Park.It was snowing on this day (as mentioned) and on this day only during the period of the alleged offence, attached is a photograph (C) taken in xxxxx - some distance away from the xxxxx car park in xxxxx when it is wrongfully claimed that the driver was parked.
(A) - receipt of purchase. [picture attached in email]
(B) text exchange communicating travel from xxxxx to the xxxxx car park. [picture attached in email](C1-C4) showing a photograph taken at the time of the alleged offence which was also sent on WhatsApp at the time. The location is a considerable distance from the xxxxx Car Park as can be seen from the map on the bottom. With that, the resolution I expect is the PCN being cancelled and an apology to be issued to me for the distress and alarm caused by letters demanding that I pay money. Further I will be lodging an official complaint with the BPA and DVLA as a result of the outrageous conduct displayed by ECP as a result of these egregious claims and improper handling of my data.
I expect to hear from you as soon as possible so the matter is laid to rest.Yours Sincerely,XXXXXXX
Nice result and a good example of a letter to see off a scam ANPR double dip PCN.
Well done!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
