So finally they have got back to me, saying they have sent my appeal rejection in the post. if they did i did not receive it and all other appeal replies have all been by email, but not this one! bloody liars! anyway can not appeal to bpa as i have no proof of smartparking appeal, very conveinent

You aren't appealing to the BPA ... you are complaining.
