ACTION NEEDED letter following appeal

Hi all I hope you can help. I received a civil enforcement fine after parking at a retail park to go shopping with my daughter. One of the shops had a card machine not working so I had to walk into town to withdraw cash. The waiting time was apparently 2 hours (although I did not notice the very small signs) and I stayed 2 hours 16 minutes. I appealed online and sent the receipt from the shop in question but heard nothing. I then had another letter saying the penalty had increased. I emailed and said I’d already appealed but they denied getting this so I appealed again. I have now received a very threatening letter saying the amount will increase to £170 plus costs of payment isn’t received within 14 days. Legal fees too if I don’t pay. I looked at the newbies thread and tried contacting the shop at first but they refused to help and said it was nothing to do with them. I then tried finding out who owned the retail park but this is proving impossible. I have no idea what to do next and would really appreciate some advice please!!!

Thanks! It was Wyndham Way Retail Park in Portishead, North Somerset. Shops visited included New Look and Pets at Home. Hope this helps!0

It’s the Parking Enforcement people that are saying action is needed. In big red letters at the head of my letter demanding £140 or this will rise to £170 and I’ll be liable for court costs and debt collection fees etc unless I pay in 14 days.1

The clue is 14 days, which makes it a (not very) scary debt collector letter; they have NO power, read the NEWBIE sticky fourth post all about debt collectors.4

I would suggest that you do find out who the landowner of that retail park is, plus any managing agent company who contracted with CEL , and put in a strong written complaint, demanding a cancellation of this Invoice, reference number, due to patronage of the businesses onsite ( known as plan A in the newbies sticky thread in announcements at the top of the forum. )
It was a Parking Charge Notice, an invoice due to the alleged breach of the parking contract on that private property
Its not a fine, not a penalty either, just a private PCN, an Invoice2 -
I’ve had a good look through Plan A and was wondering if there was a generic template I could use as a base to complain to the landowner?

I’ve had a reply from the ‘letting agent of the scheme’ (of the retail park) asking for the nature of my enquiry (I found their details online and emailed them asking if they own the retail park) do you think these would be the people to address the complaint to?0
