I use Bitwarden for my password manager. It's open source and has a free version which is more than enough for my needs. You can access it through a web portal, extensions for all major browsers, or their mobile app (Android + iOS).2

I use PasswdSafe. I store the safe locally (master copy on one machine, read-only copy on another, also backed up and stored off-site). I would not store this on the web.
