i ahve also looked at the charging status when i hold the advance and menu button together and that says the charging starts at midnight till 7 in morning.0

Your off peak count is zero mins should be 419 or so for e7 according to the example from dimplex trade help site link.
And their is no start and stop times on the following page.
So either it's not been left on for full 24 hrs as per that guide, it's not seeing or not getting any restricted feed.
If the off peak restricted spur is live - it's maybe an internal or configuration fault.
If the off peak restricted supply spur wire isn't - it could be either - an internal short type fault could have tripped breaker (you say it hasnt though and that should trip before blown spur point fuse if thats the restricted one).
It's not easy then to tell you who to call to remedy.
Without that live or not external to device check.
Did you switch the other nsh on last night ? If so did it heat ?1 -

I am still not sure you are actually getting any off peak restricted supply at the device.
Do you have a meter or pen ?
As above example from dimplex help site image thought should see the full 419 in their example - well c420 min for e7 (7hrx60=420) restricted detected.
Your idnight setpoint 21 was higher than room as well by end of week c18.x - not so much at beginning - 20.x - so would have thought should be charging by end - there may even just be some small hysterisis deadband where it doesnt bother - just like an old thermostat.
Perhaps time to talk to dimplex.
Or post on their help forum.
As the abcdefgh numbers on some of those images might be more meaningful to them.
I can only see what's in that help link for some of the diagnostic pages.

A pen = non contact voltage test pen.
The simplest version detects just live ac cables.
As per my earlier post.

On a switched circuit the charge times remain unset so that isn't the issue and to me it looks like it "should" be working. If your older NSH charged then I think it's either a fault with the feed to that individual heater OR an issue with the heater itself. If the quantum is still within it's warranty period it's worth giving them a call.Officially in a clique of idiots3

If you're confident working with mains electricity and the necessary safety precautions then use your multimeter to measure the voltage on the spur outlet of a working NSH. When the E7 circuit is showing the correct voltage, measure the voltage at the cold NSH.Alternatively, switch off at the consumer unit and swap the spur outlet fuses and / or test them with the multimeter.1

The fused spur may of course be the 24/7 supply.
None of my restricted feeds have the fuse - nsh or immersion heater - Only the mcb in CU.
Not sure you would get a fuse over 13A for a standard sized spur socket fuse in any case for a larger model.
My largest takes over 3.6 kW - that's nearer 16A.
I suppose you could just unscrew the 050rf cover. And measure at terminals. If warranty permits doing so.
I have a pen so would use it.
In work it was always pen first - after hse got iffy about any easy contact with live connections (shrouding / finger proof covers etc ) - before could get to live terminals with a meter in many instances.1
