POFA compliant or not, at no point should anyone be telling the operator who the driver was.
Assuming this isn't cancelled sooner, it will end up with DCB Legal who will bring a claim against the keeper and then discontinue when that claim is defended and not ignored or paid in panic.

@Nellymoser thank you. I've found what I needed thanks to your link. I've used the one size fits all template and appealed. There are a few other avenues of appeal I could use such as Tiredness and Ministry of Transport directing me to take a break, the fact the car park was empty, disability, and a couple of others including Bowen vs Capita. But I've done the one size fits all and hopefully it will be cancelled at this stage because this appeal was more stressful than I anticipated.

I've had auto-response from them but they sent text saying today is last day to pay. Just ignoring it as their email says do NOT pay0 -
