Oh do they? I figured ECP does, or my address at least since they've not referred to me by name. Mind you I suppose POPLA are not the enemy here

Popla don't have it yet, but will check it against the ECP referral,  plus if ECP upload the evidence pack later,  the evidence will be included,  including your name and address 

Presumably the hire company provided the hirer details to ECP,  you are the hirer,  you are appealing as hirer based on no hirer liability

I have submitted, now I wait.

The deadline I believe is the 19th so hoping I don't receive a rebuttal from them before then.

Your appeal will go to the parking company,  the parking company will either withdraw or upload their evidence pack for you to rebut

I've just been having a nose about on the POPLA site. In the FAQ it says 'once we receive your case, it will be sent to the parking operator who will have 21 days to provide their response'.

Is this part of the 28 days I had to submit an appeal, or is it literally another 21 days from whenever I submitted? I was under the impression that I had 28 days to submit an appeal, so I left it till the end thinking that once the 28th day had passed and ECP hadn't responded that it would look bad for them. If it's 21 days from whenever I submitted then my strategy attempts were pointless

2 + 2 + 1  doesn't make 7, different processes and different timescales

Your appeal to ECP had a 28 days deadline from the service date,  so lets assume that you appeal near the deadline 

ECP had 35 days to cancel or to issue a rejection plus popla code 

You had 33 days to upload your popla appeal to popla 

They gave ECP a deadline to cancel or to upload their response and evidence pack 

You get 7 days to respond with your comments on the ECP evidence pack 

So as you can see,  the whole process can take months, perhaps 4 months of to and fro , as a hirer you can add several more weeks to the timescales
