This was a VRM keying error case. Are you sure they have not offered to settle at £20?

If not, they've breached the BPA CoP and that will win at POPLA.
What does that mean sorry, VRM keying error case?

Vehicle Registration Mark i.e. your number plate details entered incorrectly.

    Ah okay

No I entered them correctly at the time online where I paid for parking, but then I changed my number plate because I was preparing to give my lease car back. So I turned up with a different plate which is why it's caught me.

I've been paying online to pay in that car park for months and never had an issue so I know it's because I changed my plate

I'm currently putting together my appeal to see what you think, but I have a question. Under the signage section there's a link to an ebay item which doesn't appear to work anymore, it just takes me to 'decorative plaques & signs'. Is that supposed to happen or should I find something else?

Also, under the operator not proving who was driving, it says 'As there has been no admission regarding who was driving, and no evidence has been produced, it has been held by POPLA on numerous occasions, that a parking charge cannot be enforced against a keeper without a valid NTK.'
But a NTK was given to my hire company, should I remove this?

'As the keeper of the vehicle, it is my right to choose not to name the driver, yet still not be lawfully held liable if an operator is not using or complying with Schedule 4..... remains I am only appealing as the keeper and ONLY Schedule 4 of the POFA (or evidence of who was driving) can cause a keeper appellant to be deemed to be the liable party.'
I am not the keeper, not sure how I should reword this, do I just change it to hirer?

Please answer my question because this IS a keying error situation. You booked for one VRM then arrived showing another plate.

    Please answer what I asked.

    Remove the broken link paragraph.

Thinking about it now, yes it is a keying error.

Yes, I booked for one plate and arrived with another, no-one has offered to settle for £20. Unsure where to go from here.

I booked for one plate and arrived with another, no-one has offered to settle for £20.
So you just point that out to POPLA, attach screenshots, describe it as a 'major keying error' (wrong VRM paid for).  ECP knew these facts but failed to offer to settle at £20, therefore they breached the BPA CoP and the PCN must be cancelled.

    I can do that.

But wont ECP respond saying that they didn't know these facts?
