I started the confusion by suggesting that the OP had 14 days to respond to the request for driver's details, when of course it is 28 days.
Then that mistake from me became confused with the mistake from the OP (speeding in a variable limit). And it went from there.

On the contrary, the engine stops, disconnects, goes into 'ready' mode, and the car rolls on.
It needs another conscious action from the driver to have any effect on forward motion.0
