Starling Bank fined £29mn over ‘shockingly lax’ crime controls (ft.com)
I believe I opened the account / joint account on the 8th January this year so maybe I got luckySam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

I had a joint and a sole account. Transferred sole over. Less than a year tried to open sole account. It was referred and declined. After 1 year since closing tried account and it was opened straight away.
I think.it use to be 12 months since closure.0
