When I try to put my response under Tol on their website get the message below, so i can't send any further response. Pathetic.

Why on earth are you trying to "Transfer Liability"? You are only supposed to respond to their request for the drivers information with a message that basically tells them they are morons and you are not going to give them the drivers details as you are under no legal obligation to do so to an private firm of low IQ ex-clampers. You then tell them to reject your appeal and give you a POPLA code where both you and they know they have no chance of winning.
So, whatever you were trying to do with the ToL, stop and think about it.3 -

apologies for the confusion I was not going to give any information on any driver whatsoever, following their last letter i was going to respond via the Tol selection that I would not be providing any information as grizebeck advised as below
Go back to them and say I won't be providing anything

Hi All, had this letter come through the other day, bit confused their last correspondence was to TOL or my appeal could be rejected. So they haven’t yet accepted or rejected my appeal and they’ve now sent this.
