Yes that's good. Quite long but valid.
I suggest you remove the DLUHC and draft Impact Assessment paragraphs in the template defence (middle) because that's old news and we are expecting news and a Public Consultation from the Labour MHCLG soon.

Most of the narrative in your 3.1 should be saved for your WS in several months time, so IMHO far too much detail for a defence1 -
What goes in a defence then?
A simple statement of what happened, and the relevant legislation?

Looking on MCOL it says"Case Stay Lifted on 04/08/2025"
So Parking Eye did not reply in time to my defence?
