Can't understand why you have redacted so much info, but as stated Horizon are easy to beat if you follow the above, in any case they haven't (unless you have redacted that as well) stated exactly why the charge was issued have they? "Parked in a Parent and Child Bay" is like stating parked in Tesco's Car Park, so what, what does that mean?

Ideally you get plan A to work long before plan B is needed, because it shouldn't be needed at all, landowners and businesses may have clauses that allow cancellations within the first couple of weeks etc, whereas the plan B is to get the template appeal in by the keeper before the deadline of 28 days, hence day 25 or so. I would have thought that this was a common sense approach and has been for over a decade on here, nothing new !
Of course you could appeal earlier, but plan A is always the best option, whereas plan B is where plan A is still in play or time is running out. Sometimes you have to give the oil time to work, but you don't wait until the engine seizes up
Plan B should work, as people have said, but there is no reason to rush , keep on with plan A like the victims did in the thread below ( a retail park, not a supermarket, but same principle )

Whilst some people do abuse the parent and child bays. I don't understand how a parking company is able to prove that a child was not present. Like you said they just took a photo showing an empty child seat.
Even if they have an anpr photo showing an empty child seat whilst driving in, who is to say that your partner wasn't already at the store with the child and you where there to pick them up ?5 -
Why not just do it. No more talking about it.
As I said earlier, this can all be over in a week or so.4
