Have I said something wrong? I'm struggling to understand which appeal template I should be using.
Do I use the most comprehensive detailed appeal template I can find?

Re PCN number:I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
Couponmad suggested to add the additional info re incorrect address; Please also erase address xxx from your records, the correct address is xxx

They have given me two options; pay the fine or make a popla appeal.

They never gave you an option to "pay the fine" you have been told this before, and you knew they would reject it why the surprise?In this case I would go to POPLA and site that non conforming sign where the charge is buried in the small print.UKPC will send undated office copies of what they say are on site which also must be pointed out are not present evidence.Any photos you supply MUST be date stamped.4

I'll head to the car park this weekend and take a photo of the sign and make sure it is date stamped on my phone.

Their photos will be close up and probably blurry so in fact (if I'm right) you may be OK just using their pics not yours.

POPLA doesn't matter anyway, win or lose you don't pay.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It's when it comes to POPLA they usually supply master copies to make the assessor think that the signage is plentiful, correct, and legible it rarely represents reality.
