I have just received a fine from this company in this car park, but since found out that the car park doesn’t have planning permission. They asked for it retrospectively, but was refused. Does this make any difference to whether I pay for it or not?0

Why on earth would you want to pay an unregulated private parking company?
Not having planning permission for the car park, or ANPR scameras and control equipment may or may not affect whether a PCN can successfully be appealed, or a defendant win a court claim.
Not having advertising consent for signs is a breach of The PoFA 2012, and a criminal offence. It may or may not help to get a PCN cancelled or a defendant win in court.
