The CAB service, as far as I know was written with advice from the trade association that seeks to ensure the private parking industry can make as much money as possible by pursuing motorists and making people think there are fines and should be paid etcFrom the Plain Language Commission:

Fired up another complaint to MA. Our solicitors have agreed to speak to MA for clarification this morning, as apparently, during the conveyancing, our solicitor was told, the particular parking bay is NOT under control but any surrounding area is. Somebody has lied in the process.
CAB's advice is out there in their website. I can't post link now as I'm a newbie at this forum. The page is named - Appealing a parking ticket - citizens advice.
CAB's web chat went straight into debt. When I said this was not about debt, she kicked me out. So Never went back to it after.
You say you have it in writing that the conveyancer said they cannot control your demised space. I am not legally trained, but it does seem to me that that alone would probably win if ever it got to Court. Moreover, I believe that if it appeared in a strong defence , there would likely be a discontinuation.
The alternative is to be bullied into paying an unfair charge AND as @Half-way said by paying accept the situation and then that stick can be used against you any time they feel like it. Don't you want "quiet enjoyment" of your premises ?The pen is mightier than the sword ..... and I have many pens.6 -

That CAB page is so wrong on so many levels. Citizens Advice even call it a fine.

What are they talking about with the daft advice to 'make two claims' Whaaat?!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
