I'm unbothered by the latest short delay and am hopeful it's because they are chewing over the wealth of evidence and comments they got from me and the other good guys & gals on the 'consumer/motoring' side recently.
I expect (due to the debate alerting the House and galvanising MPs into action on this subject) they will also have received an influx of new evidence from MPs this past month and need to work through that.
Alex Norris said in the debate that they want to "get it right" so let's see what the Public Consultation brings.
I'm targeting illegal excessive 24/7 surveillance. The Government must involve the ICO and the CMA if they want to get it "right" and bring down the ludicrously high number of PCNs churned out with no restriction (at all) on filming streets/areas.

How much notiice will government take of the two ATA's ?
Since the introduction of the BPA and IPC, the parking industry has got worse. The BPA and IPVC are not in a position to give advice, both are not fit for purpose.
One would assume that the last government left on file the last consultations for all to see.
WHY another one, this is timewasting meaning more delays

Cartels, do we think (due to the negative impact on consumers)?
Could the Joint Code - which has seen several 'best practice' clauses & Appendices that were in the BPA Code, now lost - be viewed as evidence of a cartel? Whereby the two rival trade bodies (we would say) have joined forces to distract & steer the Government whilst making it easier for their AOS members to issue PCNs and even - for the first time - allowing zero consideration periods and denying keepers the right to appeal.
As could (arguably?) the 4 year exclusive contract just formed between the biggest PPC with the biggest bulk DRA conveyor belt frightener & litigator (this from this month's BPA publication, Parking News):
CMA might well be interested in sniffing around these (allegedly) anti-competition moves to dominate?

In a DMCC world will a "Scrutiny Board and Appeals Service" still be required? Will DMCC replace that intention via a CAB contract or something similar?1

Don't know but the industry is required to fund the appeals service so that probably needs to be a separate service.

So a so-called incentive now looks like it is a revenue stream. Gosh - who'd have thought it!! Local Govt now depends on wrongdoers for income so we can expect more of the badly-designed traffic schemes designed to trap motorists. And who will regulate LGA members??2
