First of all thanks for maintaining your lists, they make for interesting reading.
Apologies if you've already explored this but would the iFAST Global Bank Multi-Currency Account at 4.25% qualify for inclusion in the true instant EA list? I haven't used them myself yet so can't verify with first hand experience but from their website at first glance it looks as though withdrawals may be instant and 24/7 and thus eligible for inclusion?
I've noticed they're also offering a £5 refer-a-friend offer if the referee deposits £500+ in the account for 3 months+ so will probably hold off opening the account myself until when/if the refer-a-friend offer improves slightly.1 -

According to the version of Ts and Cs I found, payments can in fact take up to 5 working days! They may feature on the True EA list in the future.I no longer check the forums as regularly as I used to. Just received an email from Cynergy saying interest rate on my Issue 68 will drop to 5% from 4th July

So I think Cynergy emails for Issue 68 have been:
received 4th June, dropping 27th June, 23 days later
received 13th June, dropping 1st July, 18 days later
received 17th June, dropping 4th July, 17 days later
They seem to still be obeying the "14 days notice" from the Ts&Cs. Very odd that the precise number of days notice hasn't been constant, as well as the date it will happen. I speculated that it could be influenced by when the account was opened (though the same numbers couldn't apply to Issue 69, which would all have been later). But I can see that those with an early date will feel hard done by.
