33,000 every single day of the year!!!I bet most of them did nothing wrong or unknowingly or genuinely being scammed and have to go through thisinconvenience. As if people dont have enough going on in their lives. Its a bad way isnt it. .4

All known about for years by the "we've got the motorists back" DVLA but still have no problem handing out private data to the scammers (Hansard)3

You need to understand what is meant by "not giving away identity". No one said that. What is said is that you are responding to correspondence because you are the known keeper of the vehicle. The identity of the driver is unknown, unless you blab it, inadvertently or otherwise.
So, you, the known keeper, must tell the PPC and anyone they have given your details to, to rectify your address for service and for them to erase your old address.2 -
Update...Thank you for your help so far ..Since last time.1. Contacted Land owner -
I wrote a complaint email to the business that the car park was at the back of.
Explained, in a lengthy email, that I am not trying to avoid any legal payment but to pay £1.00 / £2.00 for an hour or two then get a letter from bailiffs for £170.00 all of a sudden after using your car park was extremely unfair practice. That I would be grateful if they could look into it etc...etc...
I have had no reply from them.
2. Rectification of Address - Sent on10.06.24
Emailed both CEL & DCB Ltd on 10.06.24
CEL - Replied (wrote to me at my new and current address) on 13.06.24. Stating too late to make an appeal, now its gone to DCB Ltd.
3. Final Reminder from DCB Ltd. - Dated 24.06.24
Have now received a Final Reminder from DCB Ltd. Unpaid parking charge of £170.00.
Claiming that they recently wrote to me regarding unpaid charge etc.
Still outstanding. If claim issued against me then extra fees and costs will be incurred.
Any non payment could end up CCJ ! ( This i would hate to happen as I have a clear credit record thus far).
Also that at this point, no longer able to appeal and next would be Courts.
Again, I would be very grateful, if you could advise me to my next options or suggestions.
Thank you all again.

Win or lose, any court case will not result in a lasting County Court Judgment against you.
I thought that point was made clear in the NEWBIES thread where it says...3 -
As above, read this explanation thread,

Not actually true. Same with everyone we help. Obviously no-one is risking that.
Also that at this point, no longer able to appeal and next would be Courts.Good. EXACTLY what you want them to do.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

In the first reply you received on this thread @Fruitcake told you...Debt collectors are powerless and can safely be ignored.Does that letter come from DCB Ltd or from DCB Legal Ltd?
Does that letter offer you 30 days to think about it or some lesser time?
The first few paragraphs of the second post of the NEWBIES thread explains how to identify a Letter of Claim and what to do about it when one arrives.4
