No. DO NOT add stuff asking for clarification at this stage. You want a vague claim!
So remove all this:
"The reason for the parking charge was because of "Vehicle Remained On Private Property in Breach Of The Prominently Displayed Terms And Conditions", in which did not explain what exactly was the reason why I was being charged. I was never given a proper chance to appeal but additional charge was already applied. I already tried to contact both DCBL and Cp Plus Ltd T/a Groupnexus regarding this issue, but both of them refused to tell me the exact reasons why I was fined.
I have been shopping in the XXXXXXXX Retail Park for multiple times in the last few years. On the day I was being fined, I spent £135.16 in the XXXXXXXX there alone, also went into XXXXX coffee to enjoy some coffee and cake. I am a genuine customer, and I cannot see any reasons how this fine could be justified."

Ill basically just use the template in the Newbie thread and keep this bit "I have never received any letters regarding the parking charge until I finally received the DCBL Debt recovery letter back in Late Nov 2023."
The charge Ill just refer it to "the additional charge" instead of the actual numbers in the template in the Newbie thread.

Hi, I have just received an email today from DCB legal
"Dear XXXXXXX,
We write in response to your correspondence received in our office dated 31/05/2024.
We now respond to the same as follows.
The HMRC ‘VAT Supply and Consideration manual’ (VATSC06140), which was last updated on 02 September 2020, confirmed that parking charge notices falls out of the scope of VAT. There is no requirement for a VAT invoice to be issued to you.
The amount owed is a genuine pre-estimate of the losses incurred in managing the parking location to ensure compliance with the clearly displayed terms and conditions.
The sum added is a contribution to the actual costs incurred by our client as a result of your non-payment. Our client’s employees have spent time and material attempting to recover the debt. This is not our client’s usual business, and the resources could have been better spent in other areas of the business. Had you of paid as per the Contract, there would have been no need for recovery action so the amount due would not have increased.
In accordance with the British Parking Association (“BPA”) Code of Practice, where the Parking Charge Notice (“PCN”) becomes overdue and before Court proceedings have commenced, a reasonable sum may be added for the debt recovery fees. BPA - 24.1b “Where a Parking Charge becomes overdue and before Court Proceedings have commenced, a reasonable sum (which covers the cost of recovering debt) may be added for the debt recovery fees. This sum must not exceed £70 unless prior approval from the BPA has been granted”. The correct recovery fees have been added and will not be removed.
DCB Legal have been instructed as all previous attempts to resolve this matter have been unsuccessful and payment remains due.You now have 30 days from the date of this email/letter to make payment of £170.00. Failure to make payment will result in a Claim being issued against you without any further reference.

"due to their reply to my questions about VAT, where DCB Legal have replied trying to have me believe the £170 is exempt, rightly or wrongly I suspect them of possibly not applying VAT on the £70 DRA fee (added on top of their client's £100 parking charge, which is VAT exempt). DRA fees are certainly not exempt and DCB Group (Ltd and Legal) has collected multi-millions of £170 in the past 5 years or more.
They are suspected by many consumers of treating their extortionate £70 fee (per PCN) wrongly as if it's a parking charge. If this is the case, it will be hundreds of millions of times."
